Delivery fees are paid to the restaurant who then pays drivers 90% of the delivery fee.  It is by design that the delivery fee is a low base rate to give you room to tip drivers directly using Cash, Venmo, Zelle, PayPay or Cash App (some drivers may or may not offer all tipping apps.)
